video streaming application

The project is to create a video streaming application. basically you select a video file and then you say stream on a defined protocol (a standard to connect to a cdn). Or you can say stream from a camera. the server will control the streaming, you can see info on the video like streamed time, time to end, quality, see the video while is streamed. etc. For this project no gui is required. Only command line. You can use any open source library/software that allow commercial projects. The server will have to be robust and have error management so if the connection is lost it will retry and show alerts. This is a windows project to be developend using qt on c++. Please post your bid, experience on c++ and similar projects, and tell me which product/library you will use for this.
