to create a videochat site - open to bidding

hello. i would like to ask what i need to create a web site ( videochat site) like "[login to view URL]" or "[login to view URL]"? i would like to know if i need some special aprovs from any government authority and how long will take your team to create it and with what costs? i gaved u the example of those site cauze i would like to do one simillar with those( with security for credit cards,with page for members to sign up ,models to sign up) everything about infrastructure..
