2-D Animator Needed...Small Budget

I’m retired & operate a small, part-time ad agency near Lake of the Ozarks, MO. I’m seeking an animator for a small project. I envision about 12 to 15 seconds of, I think, 2-D animation. I see the style to be the same as this Rock Auto TV spot. [login to view URL] My version will have a guy on either side of a desk, with a “Business Owner” sitting behind the desk handing money to a salesman type. They’ll be dressed in suits. My budget is severely limited so, perhaps, there is someone who wants to expand their portfolio and is willing to do this inexpensively.
