Mobile App is needed to communicate with Windows app running on Windows XP via WiFi -- 2

A simple Mobile App is needed that will display any changes made to the windows C# that is running om a windows XP Pc . The Pc will be connected to the internet via WiFi .This may be done via IP address . All the information is Text based there are no pictures or graphics . There is a Microsoft Access data base that holds this information in the form of a time table. any changes made to this database should be updated on the PC app and transferred to mobile App running on Mobile phones . if a time is or date is changed on the windows application this new time alert is sent to all the Mobile apps and displayed as an alert .
