I am USA graduate and hold a MSc in Software Systems from London. I have been developing software since the age of 13 and have developed various database driven software. First of all I could probably do your project for even cheaper than $1500 but you will first have to write out your requirements in a little more detail, maybe in a MS Word document and post it on this website. I am thinking about creating a software for you where you can choose various options and the program will generate your quotation in MS Word itself along with your letterhead on it and it will also save the data to an Access database so you can view it in the future.
