Hello First about project - this project seems to me like a good fit to make this as web application. Here I see a lot of discussion around detailed requirements. I had already done solution (Front-end only part) which allows to build web application with dynamic data (So amount of fields are not a problem). Also I wonder about data structure - is this also part of project, or it is already defined (It seems to be not normalized now, which can cause problems) About me - I have lot of experience designing and implementing custom, web based solutions. I had done similar apps few times (Mostly in C# and angular front-end, but this is not a big issue to work with)
