Creating a simple Windows configuration tool

I need a small Windows tool that allows the following: - The software shall be written in C## - Must run out-of-the-box on a normal Windows PC woth no additional software installation (runtime libraries) - Must run without installation (unzip, and start) - Must not require internet connection and must not try to pass data over the internet - Must have typical Windows look and feel - Has only 4 menu entries: Load, Save, Exit, About - Load means loading a JSON text file (UTF-8) - Save means saving a JSON text file (UTF-8) - Allows setting Checkboxes and entering Strings (no drag and drop, no animation) - Has 5 fields each containing Title (String) Path (String) Modifiable (Boolean) Visible (Boolean) Color (hex color value, entering by text and by using a color picker) - Has 3 fields each containing Title (String) Content (String) Visible (Boolean) - Has 4-5 additional global settings, again boolean and strings - JSON key Strings will be provided Would be nice to have it ready by end of June
