Build an Online Store

I need a website and similar mobile app (ios & android) for a laundry & dry cleaning pick up & delivery service. I'm thinking woo-commerce with authorize CIM, subscriptions, and maybe even bookings. The flow would be something like this. Customer goes to site or app and enters zip code (we only offer services in certain zip codes), this would tell them whether we have service in their zip code or not. From there they create an account and place an order, and pick a time frame for their laundry to be picked up and a time frame for it to be returned to them. They will have an account on the site (I already have a SSL cert) with a credit card stored and once we finish processing the laundry and weigh their laundry we will charge their card the proper amount based off of the weight of the laundry. A few other thoughts. I want the customer to get texts when certain things happen such as their laundry has been picked up, their card has been charged, their laundry has been delivered, etc. On the backend we want to manage customers, send them out promotions, specials, coupons, friend referal, etc. We also would like to integrate with a map so we can see our orders and deliveries on a map to better streamline delivery and pickup. That is the basics of what we are looking for. I will buy all of the woocommerce extensions needed seperately from the bid price if needed. Thank you for looking!
