Create a form that links into Databases for my website

We run a table tennis league in the UK Our league website is here: [login to view URL] Matches are played every week. The results are then sent to the league secretary (me) by clicking the e-mail match results link and filling in the form. I then have to put all of the data from this form into an excel spreadsheet and upload to the website so that people can see the league tables and individual wins of each player. You can see this by clicking the divisions tab, click division 1 and then click either tables fixtures or wins. I want somebody to make this process automate so that when somebody fills in the match result form it automatically fills in the results. I would like this to work with drop down menu's on the e-mail match results form. People would select League, then select which division (1,2,3,4 or 5). This would then produce a drop down of all of the teams in that division (I will provide this) and it then produces a drop down of all of the players for that team (I will also provide this). The person entering the data will then select how many wins the player has (0,1,2 or 3). Each team has 3 players and there is then 1 doubles match. They will then press the "send result" button and this will send me an e-mail with the result but most importantly it will automatically update the league table, individual players record (both wins and team records) and fixtures spreadsheets.
