I am a seasoned developer looking to make some extra cash for my partner's birthday. Please take a moment to read my proposal as I believe you will find me to be a good fit. As I understand it you just want to use .NET to package existing programs and materials up into a single executable. Is this correct? If that is the case, I can certainly do this for you as I have done on personal projects in the past. What I would do is create a simple window-less program that embeds all the assets you provided. Presumably upon execution, my program would unpack the necessary materials and executables into a temporary location on the users system before running one or more of the executables therein. I can provide a barebones approach as described above, or I could take it further and have my program monitor the ones it fired off, and perform cleanup tasks such as removing the temporary files upon completion. I will gladly provide some simple milestones to show you progress. Unlike other bidders, I have carefully considered my time-frames to provide a little wiggle room should we encounter difficulties, but if the project is as straight forward as you say, I am certain that it will be completed before the assumed deadline.
