Consumer Internet Startup

I am looking for someone to provide technical help with developing an exciting new idea that I have into a functioning site. I would like to build the site infrastructure so someone comfortable with HTML coding as well as the more pretty aspects of Photoshop or interface design. The idea revolves around a flikr meets tripadvisor site but with a unique twist to provide a new type of experience for travel advisory. This is a personal project that I hope to transform into a profitable website in the long run so cannot afford to pay that much right now. Ideally I am looking someone that will come on board and work with me on this project as a sort of technical partner so this may not suit someone looking to make a quick buck!
