Custom Wordpress template and functionality from PSD

We are looking for a PSD to WP template .We already have the PSD file and looking for someone to convert that the WP template. Also we need the same person to do some functions for custom post types on WP. This will be for property listing where users will login and post their property details , photos , number of rooms google maps etc Need all this with a backend functionality where I can see what users have uploaded and later charge for those i.e if the user has created 10 posts than its a normal/free user but if he wants to post more than he has to pay using a Payment gateway for (PayPal/MOneyBookers)
