Create Site in Wordpress

We are creating a website for a church. We've done the design, and now need it converted from PSD to HTML/Wordpress. We posted the project here, and selected a programmer who spent a couple of weeks building the site, mostly the backend. However, he wasn't able to match the design of the PSD's, so we now need someone to modify the work already done, and finish the project. Please only bid if: 1. You can implement the design per the design of the PSD files. Here's the site in it's current form: [login to view URL] Here's what it should look like (sample programmed in HTML): [login to view URL] Fonts and spacing must match the design, logo must be exact, etc. If that can't be accomplished in Wordpress, then please advise. We may have to look at other options. 2. You can create the site per the spec documents, including the page templates for the Get Involved section (separate spec doc) and formatting needs. Also, if there aren't enough details to be specific, please specify a range in your bid details (with the top end to be a not-to-exceed amount). We will fund multiple milestones throughout the project..
