A new website (BUDGET: NOT SURE)

We are looking for a website something similar to [login to view URL] or even far better than this. Same features and same functionality. When submitting the bid, please clearly indicate how you divide the total pricing of the website i.e. for designing - USD $, development - USD $ etc. BUDGET: NOT SURE We are not sure about the budget but still open to receive all value of bid but make sure it would not be much higher bid from your side.
