Custom Prestashop Theme

I have the basic design laid out for my diaper service & natural product website, and I need Prestashop functionalities integrated in a visually pleasing way. I want to keep the UI as simple as possible while still offering the ability to log in, see order status and history, create a wishlist, create a registry, view and order products/services, and pay through various modalities, including my merchant card processor, PayPal, and personal check. Attached is the basic layout of the site, which I created using CSS in Dreamweaver. I already have an operational Prestashop store ([login to view URL], part of the deal when I purchased the company recently) but it is quite unappealing (and busy/complicated) and I'm going in a completely different direction aesthetically. This is a nice little project for a student or to make some extra cash on the side. I am working within a strict budget and cannot by any means afford to extend beyond the range stated above. Please submit your reasonable bids outlining any experience in customizing Prestashop, and we'll go from there.
