Create HTML / CSS Callout

Please look at the attached mockup. I need you to create in valid CSS /HTML a "help text" callout similar to the example shown on the mockup. You must create something 1) That uses CSS for the background color and rounded corners. 2) Can easily stretch in height and width as needed for different pages 3) That looks good with our current UI design. This help text float as the user clicks on different areas of the content to the left. It's color should go with the site color scheme shown. It might look good with a little transparency.
