Building Joomla theme Urgent

This project is extremely urgent. You will be provided with an html page, Css 2.1 validated that will need to be converted into a Joomla theme. This theme should be based on the template provided and be working with the latest Joomla version. All files and all extension required to be included in the final theme. This is relisted due to a freelancer wasting my time. The project should be delivered fully working within 24 hours.
