Advice on software for online directory

This is a project for an online directory. The first milestone includes identifying a suitable software package. The second milestone (not part of this project, will be separate) includes support in customising the online directory). I will provide a detailed project brief on request to selected bidders. First milestone 1: IDENTIFYING DIRECTORY SOFTWARE • Which software / script is most feasible (DirectoryPress, WPMUDEV, syndicate, other?) • Software should be easy to manage, project owner has little IT experience, no programming experience • Software could (but is not a must) include hosting services • License fees should not be more than USD500 / year (can increase in year 2 or 3 if additional server space is needed) • Software should be flexible to be able to accommodate additional features in the future (whether through updates of existing package or through tailored solutions by external programmer) • Hosting must be possible through software provider or third party provider, no own server available => Anticipated workload for Milestone 1 is about 2-4 hours, including two video chats of about 30 minutes each => Delivery should be a summary overview (table) presenting pros and cons for a number of existing software solutions in light of the project brief (will be provided on request)
