Adding two sections to website (Forum + Application) html4/5

We're currently working on adding 2 new sections to our website, one of them being an application and the other a forum. 1. Application: very user-interactive and needs to be with a strong backend and frontend in html/html5 This section is divided into two subsections: the first one is where the registered user gets to create their own collages: pick the items they like to include it on their board, rotate items, add text, copy, add background, change layers to have items overlapping, change opacity and at the end create something similar to a magazine collage. Users get to pick from different search parameters, such as let's say "Dresses, shoes, colors" ...etc to find the items they are looking for. All these items and parameters/categories which will be added from the dynamic backend by us. Users also get to use templates which we've prepared for them to directly work with these. Each user has the option to save or publish their collages or delete them and has the capacity of 30 collages, then needs to delete in order to make space for new ones. They can share it on Facebook, comment on each other's collages, rate them and know what the items used in each collage are. The second subsection displays the latest collages created by all users, where people get to go through them and rate or share them. Designs are ready and section plan is also ready and very detailed. 2. Forum: As for the second section we'd like to add to the website "Forum" it is a very basic forum format, and when they post over there it uses their same profile details such as the one in the section mentioned above.
