*** A FILE WAS ATTACHED TO THIS BID REQUEST ***** *** WITH MORE DETAILS ON THE PROJECT ***** *** PROGRAMMING NEEDS TO BE IN VB***** The project can be broken up into three phases: 1) Receive data from RS232 modems in the field and place information into a database. Modems will be programmed to send data every 15 minutes or other time interval or when movement above a certain magnitude is detected. The data will include information such as Station ID, Date, Time, Incremental movement, battery voltage and temperature. This program should be running at all times to collect the data. 2) Process data and trigger an early warning system if required. This program should be triggered when the database is updated, i.e. new information is recieved from the field modems. Once triggered, testing of the data is required to determine if a warning condition is warrented. Some test may include: 1hr total displacement exceeding a predetermined value, 4hr, 6hr, 8hr and 24hr magnitude checks. If any of these values are exceeded, an alarm mechanism should be triggered. These alarms may include any/all: phone message, page, email or a signal sent via modem. The modem signal will illuminate a light and/or an audible siren. 3) Post processing of the data collected and stored in the database. The important phase of the project is to get a quote for the hours required to complete phase 1. We would also like comments on phase 2 triggers, specifically, could VB be used to trigger the phone, page, email or modem to accomplish the early warning. Within the next 2 weeks, we would need to have phase 1 complete with ideas of how to handle the tasks in phase 2.

Should be able to run on windows based systems including Win98, WinME, WinNT, Win2000 and WinXP.
## Deadline information
Phase 1 must be completed by May 29, 2002. At this time, I am only interested in bidding on Phase 1 of the project. If this phase is completed to satisfaction, further work will be requested.
