Build an android app to find phones current location

My budget for this project is 50$ as its such a basic app. Im looking for an android app with the following features. 1. CRUD venue table 2. Have a button that will find the gps coordinates of the phones current location (in this decimal format 51.65030558797971,-8.609927765655584) 3. Find and list nearest venues within a 10 km radius. Let me select and edit or create a new venue if its not on the list.
