App/Script To Lookup Phone Information

We're looking for a PHP developer to help us create a simple web-based application that will look up a phone number's carrier and determine if it is a land line phone or a mobile phone capable of receiving a text message. The app will do the following: User uploads a csv or pastes in their phone numbers (one per line) and the software will scan the phone numbers, look up, and create a report and breakdown of the phone numbers information. This will also include a new "land-line" csv and a "mobile phone" csv for us to download. We don't need any sort of designed fancy ui, just a basic framework as it's for internal use only.
