Betfair API programme

I require a small programme which will extract live odds from ? horse races on Betfair. The programme should extract them at 10 minutes before the race start and then 1 munte before the race starts. The programme should only extract information if the race has a minimum of four horses with lay odds under 10.0 max. The 1 minute information should calculate any odds that have increased by a min of 20% Perhaps it would be good if this could integrate to a Microsoft Excel sheet. Possibly at some stage in the future it should also be able to place a bet automatically within set ctriteria but this is not essential now. I believe Batfair have a free API whatever that is. My technical knowledge is zero so please do not ask me anything technical as I will not be able to answer Thanks
