Angies' List Clone Needed

Looking for someone to develop an Angie's List clone as far as layout, with a few tweaks to functionality, mainly in creating paid memberships for subscribers (paypal gateway preferred), the ability to add business data through XML or CSV format through an admin panel, and certain data fields to be "locked" on the company's info page unless they are a logged in and paying subscriber.
