Ads website a la Gumtree or Craigslist

I need an advertising only website with just 2 categories; it should have country and city as region with customers adding their city by themselves while country should be have a drop down menu where they pick their country, option of adding website link for a set fee should be included as should options of promoting ads featuring at the top, etc. To simplify matters use gumtree as a template in their post an ad page including been able to add youtube link. There should be links programmed in so people can place banner ads for advertising. There should be an about us, terms of use, advertise with us page. Payment method paypal only. I would be given full admin access that should be easy to use and with everything editable
