Create Simple CMS For Website Editing

Create a Content Management System (CMS) for that allows a user to edit a different web page that is hosted on the same server. It must be simple to use and provide WYSIWYG editing abilities. Content must be updated to the external website. It should be useable by a non-technical person who wants to make simple changes. It is allowed and possible preferred to be a customized version of wordpress or any other CMS system.
