Client Side App (javascript) similar to Facebook's Thumbnail Centering App for Profile Pics

We need a client side application (javascript) that functions like facebook's thumbnail mover when users upload a profile picture. It's the app where a user can move their thumbnail image around to center their picture in a set thumbnail size. We need both the javascript and the serverside code in C# to save that thumbnail.
