Build a Website_Voice Recognition

Hi all, I need to develop a voice recognition website. It`s for an English Speaking course. Here is the scenario for what I need. 1. User logs to the site and has two options:- a) Listen to the audio of the day b) Submit his own audio recording 2. After user uploads his recording, the system "site" will evaluate his recording and compare to the original audio and gives use an instant response .. either he passed or failed the test. 3. Each user will have 3 attempts to submit his audio recording. 4. If user fails in all his/her attempts he will have to wait 3 days to try again. 5. If user passes the test, then he/she, will move to the next phase which is … a) His/her name will be posted in the site for "successful pronunciation" list of users. b) He/she will be nominated as one of the winners and the system will choose a winner randomly. 6. The winner will be posted on the site with his details i.e. image, name & location. Some notes:- 1) I just thought of this project to support my YouTube channel objectives [login to view URL] 2) I need the site in Arabic and English. 3) Voice recognition technology is the most important module and is key for the site. 4) I will record the audio myself and upload to the site. Some audio will be about 5 seconds long and other will be about 20 seconds. 5) I need to manage all data and content for the site. 6) I need to view and test a demo of yours prior to awarding you the project. 7) Site must be responsive.
