Clone computer-based test and modify for web delivery

We need you to design and build a solution for this problem: 1. Study an existing Authorware 5 or Toolbook 2 application for a computer-based test involving playing audio/video prompts and recording user audio responses. 2. Suggest a programming solution to deliver similar content and functionality in a web browser. No plug-ins or additional libraries needed by user. We envision this being done in flash, but we are open to other solutions with cross-browser compatibility, including Authorware. 3. Once a programming approach is agreed, your task will be to design a web-deliverable template containing the functionality of the CBT mentioned above. We will want to modify the template in the future by inserting different audio for some test questions, and adjusting the length of the recording time given to users for each question. 4. Your approach should allow for a script or simple LMS that will permit us to retrieve audio recordings created by users, and grant permissions for users access to the test, and track user login. These functions can be part of this project or a handled in a separate bid request.
