Convert Energy Database from Excel to MySQL/PHP webserver CD

I have an excel spreadsheet containing many worksheets, each worksheet describing a different energy technoogy. All technologies have values for the parameters in the attached file. I need this put into an easily viewable form with a page per technology... I need all searchable paramaters to be searchable, eg. should be able to search for a lifespan of 25 years or a capacity of 5MW, and need to be able to do a more complex search, eg. Commercially Viable Rating = 3 AND Carbon Rating = 5 AND lifespan = 5+ years. There should also be an option to compare 2 technologies side by side. or create graphs based on various parameters. I have a very useful bar graph javascript file already that works very well with PHP and MYSQL. I will provide a design in photoshop format for the front page, a sample technology and any other subpages, and I will provide the complete excel spreadsheet. You will need to provide this data in a cross platform CD format (iso image? though I'm open to suggestions) with the first deliverable by WEdnesday 22nd consisting of the CD (iso?) with a few (3-4) sample technologies, a front page, and some basic search parameters. After the format is approved you will populate the system with the rest of the technologies by no later than September 7th. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I would like this to be created with PHP and MySQL on a CD-runnable webserver (if that makes sense)... so basically I'd like people to be able to insert a CD into the drive, double click on an [login to view URL] file (or have it auto open would be even better)... and run the code (I don't want them to have to install anything on their computer and I don't want OS to be an issue). The reason I want it this way is because 1) it will potentially be put up on the web later 2) it's cross platform (Mac/PC etc) 3) it needs to be updateable by me (but not by the clients who have just the CD) at a later date If you have another way of doing this that meets the above criteria I'm happy to take suggestions... I guess the deliverable would have to be an iso file that could be burnt directly to CD, plus the source to allow me to update. If this work goes well additional work would be available to create an updating system whereby I could simply send an update file rather than a whole new cd.
