A CSS template with header, footer, 3 fixed columns for PHP pages

I have a CSS template which when I change into my sites PHP page does not work properly.. The CSS / webpage has to have a main content column which loads first (top of code on index page) before the two sidebars.. It needs 3 fixed column sizes which when the browser window is resized smaller they do not overlap.. a scroll bar must appear and all 3 columns of the page must stay static.. or move to the side but then have a minimum width or something so they dont squash the content down off the page.. Its needs to work perfectly in IE and Firefox (and netscape etc) You can see here, I have a version which works in IE as an HTML page.. but when I change it to PHP it doesnt work (the page its going to host has lots of php include template functions for menus etc) <[login to view URL]> If you resize this version horizontally you see the elements stay where they are and the page scrolls over them.. this is essential Below is the PHP version which goes completely wrong... If someone can either fix this layout or designa new one which works in PHP.. so I have a fixed left column of 170px wide.. a middle column of 650px and right column of 170px..
