adding feature to Delphi utility

I need someone who can add a very simple feature to an existing Delphi-utility. The tool does load URLs into IE like for example <[login to view URL]>. But sometimes, those URLs are not valid anymore and return blank pages (404 error). If this happens, the utility should jump to the default homepage, e.g. <[login to view URL]>. Please let me know: -can you start right now and finish within a few minutes? -please make a bid Tool is attached.
