Convert CreateLowProcess procedure to delphi (Vista)

I need to start a process under protected mode on Windows Vista and found the code below on msdn: [login to view URL](VS.85).aspx#dse_stlip I also found a conversion to Delphi at the following page but unfortunately it doesn't seem to be working, it always return a ERROR_INVALID_PARAMETER error code.
