Code to integrate into website to connect callers with advisers through an IVR or Cloud system

Hi , I wanted to discuss if you could help me with a project that I am developing. Basically I need a phone system integrated into my site so that when a customer clicks a button of an adviser, the system will call them, then it will place the customer on hold for a brief few seconds as it calls the adviser to either their home or cell,or any designated [login to view URL] the 2 are connected, the customer is billed per minute for talk time based upon what they have in their acct(that they authorized and funded) and according how much the adviser charges per minute. I have an example of such system already in place at:[login to view URL] and also [login to view URL] The sales person who already has the system quoted me $600 for the code license. But they take out 20% plus 0.5-27 cents per minute for the call connection(depending on the country called to the advisers. The majority of advisers will be from USA Canada and parts of Europe and India maybe. Please let me know if you can do this and what your quote would be for the proposal.
