Code enforcement project

I need an web application for City code enforcement very similar in nature to [[login to view URL]][1] or [[login to view URL]][2]. This will allow code enforcement officials to log citizen complaints and code violations over the phone, and also enter their own violations. The system will track the incidents and track notes, generate letters to the property owners, tie jpeg pictures to the case, and more (see deliverables). The interface will be IE6+. Some usage of AJAX would be a plus. Please see the CitizenServe site for UI examples. ## Deliverables 1) The system will run on a Windows 2000 server running IIS5, and tie into a SQL 2000 database. It will read information from our GIS database that also runs on the SQL server. Web server is in Active Directory, and should use windows integrated authentication to authenticate users. 2) Site will be programmed in VBScript and ASP for IIS5. 3) The following are required functions. * Add a case * Choose a case type from list * Assign a category from list * Assign priority * Add citizens (caller, responsible party, homeowner) * Apply property address/APN information from GIS database * Assign violation codes from Muni Code * Add description * Assign to an inspector <!-- --> * Add comments/narratives for notes <!-- --> * Check and update status/disposition information <!-- --> * Add/view documents and/or photos <!-- --> * Add/view activity information (inspection, notice sent, etc) <!-- --> * Add violation information and followup dates <!-- --> * Schedule inspections/reinspections <!-- --> * Generate form letters (pre-populate name/address information from case) <!-- --> * View case history for property address or citizen <!-- --> * Generate monthly, quarterly, and yearly reports <!-- --> * Vehicle reporting (monthly, quarterly, yearly) <!-- --> * Track payments <!-- --> * Track cost of abatement <!-- --> * Track lien filing information <!-- --> * View activity list by inspector (printable view for inspectors to take) 4) Complete and fully-functional working application as well as complete source code of all work done.
