Classified ads function for a website

I only need basic functionality, I need basic search, sort, user edit and admin functions. I want this function written in .NET 1.1, C#, XHTML, CSS, Javascript, SQL2000. I will update it to .NET 2 later. This work is suitable for a small 2-3 person software team who got the above skills. PHP+MySQL combination is also considered.
