Cocos2d-x cross platform game (android and ios) for tablet and mobile phone.

I have some game art. I want a 2d RPG game with a parallax background, when it reaches its level end boss i will go to 1 big background. The RPG game has multiple characters where you can choose from at start. You will earn coins trough the game where you can buy equipment with so upgrade armor and weapons. When you defeat monsters you will earn xp. In time you will level up and you unlock special skills. All char are different in there skills. healing, melee, magic etc. I want 1 level of the game to be made in cocos2d-x. It is important that the main menu,char menu,skill menu,weapons/armor menu, and at last starting story have to be awesome. Also basic things suchs a nice walking/attacking/dying sprites have to be included. As i have told i want 1 level of the game because i can make self more levels. I dont have enough time for building the rest. The game is called heroes and legends. Because i only want 1 game level and i provide self a big part of the game art, i dont expect it to be expensive. I want to pay a max of 400 dollars and i dont want to pay milestones more then a 100dollars.
