Android tablet app needed. Coder needs to be proficient in Android Gingerbread to ICS and how to work with multiple screen sizes.

In concept the app seems simple enough, but I think I need a creative and talented coder to pull it off. The app will display images from various stimulus books in an easy to use way.
* When the app starts it should briefly display a splash screen.
* If the program has never been run it should then display a "disclaimer" screen that needs to be accepted in order to go into the program.
* If the user does not accept, then the program should exit.
* The main screen should display an expandable list.
* When a top level item in the list is selected, it should expand the second level list. If a second level is selected, it should expand to a third level item. I do not believe it will need to go beyond 3 levels, but there *may* be a fourth level.
* When a bottom level item is selected (be it level 1, 2, 3 or 4) it will open up and display pictures similar to the way a gallery app does in Android.
* It needs to support gestures.
* It will only display the pictures for that particular selected item and allow back and forth swiping to go between the pictures.
* If the swiping goes past the beginning or end for that selection, it should display a toast message that says "You are at the end" or "You are at the beginning".
* Pressing the menu button (or the new ICS 3-dot menu thing) it should display two options: Return to main menu and Exit Program.
* Program should handle screen rotation correctly (eg. horizontal display or vertical display)
* The program should be written in Eclipse.
* The code should be well documented so it is easy to understand what each code block is for/does.
* The program needs to support multiple screen sizes from 4" to 10" and display the menus and items appropriately.
* Everything needs to be local on the device (no web based wifi anything).
* The lists and images should not be accessible by the end user and would need to be compiled within the program (if that makes sense).
* **This is the hardest part.** The program should be developed so that I can add or remove items as needed relatively easily and recompile the program.
That should be about everything. Package name, splash screen, menu/list items, and images will be provided.
