For IP protection details of the work package will be made available only to the android developer, if any, awarded the work package. The android developer to whom this work package is awarded will be sent a copy of the work package description so that they may be able to submit a fixed price quotation and delivery timeframe for the development and delivery of the work-package. If in the opinion of the client no satisfactory developer bids are received, the client may decide not to award the work package, and to seek an android developer by other means. If the fixed price quotation from the android developer to whom the work package has been awarded exceeds the budget of the client, the client reserves the right to cancel the award to the developer and to seek an alternative android developer by another selection process. All costs of preparing and submitting bids are the responsibility of the bidders. Equally, all costs of preparing and submitting a fixed price quotation and timeline are the responsibility of the developer, if any, to whom the work package is awarded. Developer Criteria 1. Previous development of mobile device applications for the Android operating system including geo-location - please name and provide copies or links to copies of the Android applications you have developed. 2. Previous development of mobile device applications in other operating systems is desirable – please name and provide copies or links to copies of other mobile device applications you have developed. 3. Previous development of MySQL applications - please provide details. 4. Understanding of mobile telecommunication protocols – please provide details. 5. Previous development of a mobile device application that integrates with a MySQL application in the Cloud – please provide details. 6. Expertise in the strong encryption of data sent from a mobile phone – please provide details. 7. Direct client-to-developer communication is required – no communication via managers, agents or other intermediaries. 8. The language of communication between the client and the developer must be English or Spanish. The developer must be fluent in at least one of these two languages. 9. A single individual developer with all the specified skills – bids requiring the involvement of more than one developer will not be considered. 10. Willingness to sign and abide by a non-disclosure agreement. 11. Agreement that all copyright and other intellectual property in the development belongs to the client.
