Android Graphic/Animation

Requesting bids on a small project to create an android activity which shows a graphic and animation as described in attached document. Professional looking result is essential, and all work must be original and contain no copyrighted content. I am a programmer myself, although terrible with graphics so if there are any queries please ask. All communication regarding this project will be electronic.
