Code EA for use with Alpari MT4 Spread Betting Platform

I have designed an EA that will carry out buying/selling/hedging/risk management activities autonomously whilst exporting data to various cvs files that are then imported into an Excel workbook. There is many functions to this EA however the design is very detailed and presented in an orderly fashion via microsoft onenote. Onenote is easy to download and will make your life much easier than if you had to constantly refer to multiple pdf files that are messy. The Onenote doc keeps everything organised and the information flows. My budget is $400 - $450 and would need the EA delivered within a week and require support after the project is finished to fix "snags" or "bugs". I am happy to answer as many questions as is necessary to make your life as easy as possible - I have sat up with other programmers all night on various occasions guiding them on the requirements. I started the design for this EA september 2012 - to date there has not been 1 programmer that has actually finished the project. I dont know why I have had so many issues - I am very patient, always dedicate my time to help no matter what the hour and always praise/thank for hard work and a good result. I was a little too fair with milestones - I tended to release them early to reward hard work and this is when people tended to disappear. For this reason I will not be able to release milestones until the project is complete and working exactly as designed. I literally just need you to code what is described - It has been tested and I know the results that are yielded so I wont be making any adjustments or asking you to do anything other than what has been described in the document. As long as the functions work as required and there are no bugs causing problems I will release the milestones. I will be happy to release half on receipt of a prototype that can be tested in real time on demo and the other half when it is clear that the EA is bug free and is working as designed. Although the EA is not "complicated" to understand in theory it will demand and probably test the skill of the programmer so please if you bid ensure you have experience managing complex or large MT4 projects that require you to have a full understanding of the syntax used and the capabilities of MT4 as you will need to reflect on your knowledge and experience quite frequently if you are to deliver a good result. If you would like to consider the requirements before making a bid I understand and will email the document for you to consider and discuss before making any formal arrangements. I just really want this finished now and need the support of a skilled programmer to achieve that. I will also want this EA coded in C++ for use with Ninja trader & interactive brokers at some point in the not too distant future and if you are able to do this then I will also hire you to duplicate & customise the strategy with that platform as well.
