Build an empty Website with google and FB login

we need: 1. a white HTML5 web page with a menubar on top where we put this login info 2. at the top, we will have the possibity to login (and logout) via FB and google (recognizing if accounts are the same, that is, connecting the FB and google account of the person, based on email address). 3. the mysql DB has to be created with UTF 8 charset as we will have russian customers, and in one table we include both FB and google logins I will provide the table definition 4. the web site should be multilingual (language detection of the browser + option to change language), and possibly responsive but I would not "die" on that in the sense that we may make a different app for mobile. upon login, we can just say "hello <firstname> in the page 5. lets' put all config parameters in a file to be done with plain javascript+jquery, and then php or django, but, no other specific framework unless agreed. this will be on cpanel quality and maintainability of the code as we scale through many languages is a must (we dont want to die when changing something and have to touch a gzillion files) this is a first of a large set of project work we need to do thanks fabio
