Animated Flash Banner - Cartoon Style

Hello, I need a skyscraper-style animated flash banner for a radar detector web campaign. You should understand what a radar detector is and what it is used for to take on this project. The flash banner should be in a fun, cartoon style. It will depict a car speeding by (maybe up and over a hill, heading towards the viewer) and disappearing off camera, as a policeman aims his radar detector at it. The police officer will then scratch his head, because the radar detector will not be giving a reading.
