ATM / POS Switch - repost

Hi, do you have a list of functionality you need? I'm asking because I've been working on payment card systems for more than 10 years and companies have different expectations. Card &PIN issuance is definitely not a part of switching system but card issuing system. Do you know how ATMs will be connected to the system? Will they just send ISO 8583 messages or do you need ATM management as well (Diebold, NDC protocols).
