Calling to clean coantact list, confirm invite to seminar

I am emailing 4000 contacts with an seminar invite in Texas. Need to call each and: 1) Confirm business is correct (clean) 2) if bad, need to do web Google search on company, check and correct, if possible (research) (note, expect less than 5% bad data) 3) Reach the contact name, confirm (clean) or correct if bad confirm email address 4) Invite to the seminar, confirm they received invite, or leave Voice Mail Invite with my call in number 5) record if will attend, or not. 6) send list to me each day of progress, I will send email "A" (attending confirmation) or "N" (Not attending, thank you) Must be done in 20 days for entire list, done during Texas business hours, speaking with accent and voice Teas prospects will be comfortable with To confirm I will need you to leave me a voicemail so I can hear your voice (s) prior to award. UK or similar accent is a plus, female voice is a plus
