Hi, it looks like you want to do some operation when webpart is removed from the page. Basically this can be done by webpart manager overriding. which you might have covered in your DLL. I would suggest to create wsp in the same project where your logic written for webpart deletion event handler - if possible. else I can create sperate wsp which can deploy your DLL to gac with full trust.
