Create WebService and convert C# project to use it

Create WebService and convert project to use it I want the Visual Production System project modified so that a web service handles all the database queries and data caching. Deliverables need to compile in VS 2010 and the database is MSSQL 2008R2. The project should be modified to connect to the service and all data changes should be made through the service. The service should push all updates out to the application when the data changes then the application should refresh to show the revised data. Changes are made both through the web service (which should be made in real time as the service confirms they are complete) as well as being made directly to the database by functions outside of the webservice (these should be picked up within 10 seconds of the change being made). In addition a function needs to be added to the service to push the jobs for a single operator and a test project needs to be attached showing the push. The grid for the operator on the test service look the same as the grid for the operator on the attached project. (visible fields, row highlighting, etc…) The databases used by the project along with sample data will be provided for development purposes. Final testing will be done with a second set of data that follows the same data rules to verify that everything is showing as expected.
