Bug fix of AntiFraud ASP.NET code

Thanks for inviting for the project -------------------------------------------------------- Project Description: In one section of code I'm looking up the city, region, country for both a billing and shipping address. For some reason it's not returning the expected results. I believe this is a minor bug in the code. It should lookup city, region country first, if that is not found it should try zip code (if it's not null), if that fails, lookup region, country and if that fails just lookup country. That will give results from very specific, getting more general as lookups fail. I can provide additional info when requested.
