The project is to build a different type of news website. Today's news has three big problems, which we see as being:
1. agenda control is in the hands of a handful of editors
2. it's cheaper to write opinion than fact, so our news is mainly opinion. Our desire for entertainment over information also has an impact. By and large this leads to the news being of low factual content.
3. we are all self selective in what we read - tending to read newspapers that share our view of the world, and excluding facts we may disagree with.
That's why we think crowdsourcing and fact checking short form 30 word fact only news stories is worth doing - and we'll then take the stories and project them onto outdoor locations which we can't avoid reading. We don't have an editorial point of view - if it can be verified as true, then we publish. The community will set the agenda.
You'll see three documents attached that outline how we plan to do this and what we are hoping our design and development Freelancer partner can produce. We hope this is a clear summary of menus and functionality, but please ask if you have any questions. Key to have in mind is that we want a user to contribute 30 words of content and a link or a document (PDF) to back this up. We then check this (basic workflow for signoff). If its verified, we publish it to a network of outdoor display projectors.
The second key piece is the capacity for a citizen (a cafe owner for example, or a local council) to be able to add a display location. They may see what we do and decide this is a good opportunity for their neighbourhood - and it needs to be as simple as being able to plug in a data projector and taking a feed of news stories suitable for their location (i.e. matched to whether they want local, state, national or international stories - as stories will tie to a particular geography).
We think the right way to run the project is with a series of Milestone payments, which could be as listed below. We're open to different milestones if you want to structure it differently, but pay as you go seems to be a good thing for everyone.
a. User Experience and Wireframes Agreed.
b. Graphic Design Signoff.
c. Web Development Complete - the site functionally works.
d. Web Engineering Complete - fully operational with database and successful projection output.
