Custom Multi User Website

I am looking for someone to build a website for me that will be based towards the independent contractor who wishes to find extra work. This website design must be of a type that a person can go to the site enter thier information and availabilty dates and they system would intergrate all the users into one page where someone who wants the services of a user can search by state and type of work a independent contractor. NB: MUST BE ABLE TO START PROJECT ASAP AND COMPLEETE IN A QUICK AND TIMELY MANNER. D O N O T RESPOND IF YOU CANNOT SET TIME AISDE TO THIS PROJECT QUICKLY.
